A 2015 U.S. Conference of Mayors survey reinforced the point that communities are struggling with infrastructure challenges with mayors of the largest U.S. cities listing “underinvestment in infrastructure” as their number one concern. It’s no wonder that more than 2,000 water and wastewater facilities across the country are operated under public-private partnership arrangements.
