North Carolina Case Study Added to Utility Valuation Reform Toolkit

Truth from the Tap’s utility valuation reform toolkit continues to grow with the addition of another case study, this one out of Carteret County, North Carolina. The case study spotlights Carolina Water Service of North Carolina’s (CWSNC) 2023 acquisition of this 1,200-connection water system.

Facing an accumulated operating loss of more than $5.5 million over 20 years and after having to double rates two years before, the County sold the system to CWSNC.

Commissioner Robin Comer called selling the water system a “no-brainer,” while County Manager Tommy Burns said, “Carolina Water is the local expert and will be able to support upgrades for quality service.”
